Workers and Peasants of Yunnan Province, you have survived much hardship these past twenty years. Not only have you been made to endure the harshest depredations of the Fascist-Imperialist Japanese and their puppet allies, but the ravages of the so-called 'German Flu' as well. All of China suffers, but it could be said that none have taken such suffering with such fortitude as the people of Yunnan.

Your courage in the face of such adversities shall not be in vain!

By authority of Military Chairman and Supreme Commander Chiang Kai-shek, we have taken military control of this region with the cooperation of your local authorities. Your civilian officials will remain in place. All institutions of the civil government will be allowed to function as before. However, your local governments will no longer be required to bear the responsibility of defending your homes. From this day forth, this be the responsibility of the Provisional Military Government now established in Kunming, and will continue to be so until contact is established with the Central Government and the legitimate rule of law is restored.

We are not conquerors. During the war of resistance against the Japanese Imperialists, we fought in the jungles of Burma and India to protect the people of Yunnan. In our long struggle, our allies from across the sea became our oathsworn brothers. Now, together we are here to protect you again, from whatever threats you may face in the days ahead.

Advance thenceforth by road to Ch'ien-tu at best speed and hold city with forces available until relieved. Repair Chian-chang to Ch'ien-tu telegraph line. Cooperate with Yunnan Local Government officials to assess state of industrial facilities built in Ch'ien-tu area during war with Japan. You have full authority to begin restoring operation of those facilities you deem appropriate using forces at your command. Acting Head of Civil Government approves of requisitioning labour and materials locally if required.

Expect weekly reports on restoration of communications. CinC has full faith in your success.

Local government has given permission to induct directly from self-defence militia units already in place.

Recruit up to nominal strength if possible. Prioritise those with previous ROC Central Army service.

Local government airfields and depots in Kunming and Ch'ien-tu areas still possess serviceable vehicles and heavy equipment. Bring all artillery regiments to full strength. Bring all 14th AF units to full strength if possible.

Expel all suspected Communists from platoon-level assignment and higher.

VICTORY IN HUNAN!

The Acting Chief of the General Staff is happy to announce the unconditional surrender of the bandit warlord government of Hunan Province. Following two months of hard fighting and the collapse of the enemy senior command, all Hunan forces have surrendered peaceably to the legitimate forces of the Republic.

With the support of Governor Long Yun, the Provisional Legislative Yuan has voted to approve a day of celebration. Parades will be held in all prefectural capitals. Heroic soldiers of the New 38th Division, 17th Indian Division, and 3rd Commando Brigade will lead a procession through Kunming City Centre, and receive decorations from the Governor and Acting Commander in Chief. All employers are expected to allow one day of paid vacation for the purpose of this event, to be subsidised by the public treasury.

Local offices will be established in prefecture capitals to facilitate commerce with the areas newly restored to the governance of the Republic. Those devoted to the cause of the Republic, but unable to take up arms in its defence are encouraged to donate food, clothing, money, and other necessities to their local Red Swastika Society groups to aid in the recovery of our brothers and sisters in Hunan.

Workers and Peasants of Hunan Province, after many years of hardship, your land has been restored to the rightful authority of the Republic of China. No longer will you be required to fight and die for the whims of foreign invaders, demagogues, and warlords.

Your suffering is at an end!

The Army of the Provisional Military Government does not arrive in these lands as conquerors, but as the rightful representatives of the legitimate authorities. They have been instructed to treat you as they would their own families. No abuses on their part are to be tolerated. They will soon be in a position to provide food, aid, and medical attention to those in need.

Free elections will be held at the end of the year for both the restored provincial government, and delegates for the Provisional Legislative Yuan in Kunming.

Long live the people of Hunan!

Before you stands the future site of Automotive Factory No. 14, one of the 18 industrial projects to be initiated in the Province of Hunan by order of the Provisional Military Government. Once completed, Automotive Factory No. 14 will provide over five thousand jobs. It will manufacture busses and tram cars for the use of the people of Hunan, as well as private automobiles for sale to the private citizens of Ch'ang-sha, and vehicles for the Army of the Republic.

Those interested in applying for a future position are encouraged to submit an application to a local government or military administration office. Tests of competence and proof of upstanding moral character may be required. Workers will be entitled to regular pay and 80% total joint ownership.

It is my pleasure to inform the General Staff that the final prototypes of the new experimental 7.62mm automatic rifle project have now passed the final round of testing with excellent results. Replacement of previous furniture with new fibre-polymer material has reduced weight dramatically.

With the approval of the General Staff and the Acting Commander-in-Chief, full-scale production of the new rifle (designated Type-47) will begin in all Republic Small Arms Factories by the end of June. Estimate opening run of 250 000 units will be complete within the year. Head of Munitions production and Yunnan Provincial Minister of Armaments guarantees delivery of at least 40 000 000 rounds in time for the beginning of Operation [RED CLIFFS].

Analysis of pirate signals from government calling itself the "Federation of Korea" now complete. Images of military vehicles and personal weapons consistent with high levels of American design influence. Conjecture that Korean Peninsula either under American military occupation or is close US ally. Will investigate further pending orders from the Acting Commander-in-Chief.

Closer inspection of military vehicles shown in images has raised extreme concerns. General belief is that Federation of Korea military fields armoured vehicles vastly superior in armament, mobility, and armour to current NRA inventory (including new Type 46 conversions). Korea also maintains high capacity to manufacture and service practical jet aircraft of performance capabilities far beyond previously believed possible (up to and including cruising velocities above speed of sound) and armed with advanced guided rocket technology of unknown characteristics.

Request immediate briefing with General Staff and Acting Commander in Chief to discuss findings in further detail.

The Legislative Yuan has approved a nation-wide day of celebration to honour our brave troops, as well as those who have fallen on both sides. Heroic troops of the 7th Indian Division and the 50th Tank Brigade will parade through Kunming City Centre and be awarded decorations by the Governor and Acting Commander-in-Chief. All employers are expected to allow one day of paid vacation for the purpose of this event, to be subsidised by the public treasury.

Those wishing to donate money, clothes, or non-perishable food to alleviate the suffering of those who have been dispossessed by the recent conflict may do so at the local prefectural offices established for the task. Such offices will continue to work in conjunction with Red Swastika Society and Red Cross volunteers to deliver such supplies where they are needed.

MARTIAL LAW ENDS

With the conclusion of the first round of provincial elections, the Provisional Military Government has declared the period of martial law in the provinces of Hunan and Kiangsi to be over.

Despite strong campaigning by Kuomintang candidates, it has failed to gain a plurality in the Hunan Provincial Assembly elections. The new Assembly will be controlled by a coalition between the Democratic League and Democratic Socialists, both parties which absorbed much of the remnants of the previous Kai Wen regime.

In a major upset, the Kuomintang has won a majority government in Kiangsi. What had once been a stronghold of the now-banned Communist Party has become the former party of Political Tutelage's first provincial stronghold.

The newly elected deputies of the Kiangsi and Hunan Provincial Assemblies will meet for their first session this Tuesday. Deputies to the Legislative Yuan will be elected during the general election in early March.
