While both Romania and the USA were promising directions for future relations, there was another monarchy that could not be ignored. Africa truly was a mostly unexplored treasure on resources and numerous supplies vital to any growing empire. While her peers in the past had made the mistake of seeking to force open this treasure by violence, it was the conviction of the new Empress that much more could be achieved by talking to the Africans and finding that which could be offered to them for mineral wealth to be shared among equals.
A letter would be sent to the new Queen.

First of all, I must congratulate you on your rise to the throne and unification of your country. While I am sure my Cousin is less than happy about it, you have managed to truly show you rule by both divine and popular right. Despite different histories and origins I feel there is much that unites us. As such I would like to propose a formal meeting between our two governments to see where both our countries may be able to go in the future.
“My my, another European nation emerges from quarantine, and another letter. I can’t say I’m disappointed, though they’ve got some odd ideas.” Queen Akinyi was sprawled in a comfy arm chair in her office, head resting on one armrest, and feet hanging over the other. She held a translated copy of the Russian letter, the paper barely above the carpeted floor. “Do we know anything of substance about these people?”
“Not really, no. They’re too newly out of quarantine for our people to have gathered much intel. Looks like they’re expansionist. A bit of a backslide for Russia, but that’s not necessarily a bad thing.” Her guard and chief of staff spoke up from behind her desk, where he was sorting through various papers.
“Alright,” she said, “let’s get them a response.”

We are always pleased to make new friends upon the world stage. While we are not overly familiar with your people, we would welcome a chance to get to know you and yours. Our capital, Dar es Salaam, is open to visitors, and diplomatic visas can be made ready for a delegation from your nation.
With the EAK being the first to respond to the diplomatic outreach it would also be the one receiving the highest profile visitor. While the domestic security situation made sending the Empress or her Prime Minister unwise, the Foreign Minister did not have the same risk of assassination on his way to the airport. As such Minister Valeri Andreev would depart for Dar es Salaam fortwith, taking a delegation of civil and military aides and advisers with him, including experts on the region to make sure they were ready for any topic their hosts might raise. The Empress had made it very clear that a relationship with the new African kingdom was a key objective of her foreign policy.
The full delegation would board a modified government Tu-70 headed for the EAK and escorted by MiGs while flying over the other Russian states, by the time it left European airspaces however it would be without military escort.
