Kingdoms of Italy and Chad Diplomacy

A diplomat from the Kingdom of Italy reaches out to the Kingdom of Chad with the following note from Foreign Affairs Minister Aldo Moro:

The Kingdom of Italy would like to extend an offer to the Kingdom of Chad for the right to operate and maintain an extraterritorial military base within our borders, in the region of Piedmont near the French border, for the duration of the latter's participation in the JACHQF.

Chad has expressed an interest in this agreement, inquiring what sort of compensation Italy requires for this generosity.

Italy is largely concerned with ensuring the sovereignty of our ally, the French Republic, and ensuring that our other allies who are willing to fight to that end have the resources and foothold necessary to effectively do so. While we will ask that the construction of foundations and permanent structures on the base and any maintenance thereof be conducted with Italian labor and materials, we would like this offer to largely be seen as one of good will, laying the foundation for future cooperation between our great nations beyond the unfortunate need for the JACHQF.

Chad is amenable to this, and as such will transfer the required funds to construct a major air base which can handle the movement of Chadian troops and equipment to France.

Italy will begin contacting contractors to construct the base right away. Representatives from Chad will, of course, be permitted into Italy to oversee the construction of the base.
