More detailed proposals would be provided; four nations would be chosen, either randomly or by volunteering, to contribute whatever units they were able; preferably expanding the UNDF's current roster to include land, air, and seaborne capability, but skewed towards infantry over most other units. Said units would remain with the UNDF for two years, after which new units would rotate in from other nations.
The Defence Force's cadre would consist of the Victorian and Korean units already present, with any nation wishing to volunteer a permanent force being added to that roster after the initial trial term.

"My government would like to state its willingness to commit to a permanent contribution to the UNDF in future," Dong Yin replied. "However, as the current state of the Republic's military establishment is somewhat in a state of flux, we must regrettably insist that such a contribution cannot be practicable at this exact moment. On the other hand, we would be more than happy to provide military advisors, and immediate material aid to any other nation intending to commit forces to this new multinational defence force."

Victoria’s delegate presented a large folder filled with reports of violence against the civilian population of Bangladesh. Included is an eye witness report by Victorian observers of an Indian attack on an undefended town, and the massacre of civilians there.
“This behaviour cannot be tolerated. It is the exact sort of situation that requires intervention by this organization. Victoria calls for a withdrawal of Indian forces from Bangladesh, and for the UN to dispatch peacekeeping forces to ensure that the civilian population is protected from further abuse. If this body itself is unwilling to act, you will force Her Majesty, Queen Catharine to do so. By whatever means she deems necessary.”

The Republic of China supports the motion made by the Kingdom of Victoria, and offers basing rights and logistical support to UNDF forces committed to such a mission.

The Federation of Korea also supports the deployment proposed by Victoria, offering the assistance of both naval forces and a mechanized Brigade Group.

The Kingdom of India protests this, proving extremely solid evidence that their forces did not commit this or any such atrocity in Bangladesh. If anything, the documents show, the culpability lies with Iran. Furthermore, the Kingdom of India's ambassador lodges that this is clearly an Iranian plot to discredit the Kingdom on the international stage.

The Korean delegate would note that if culpability did indeed lie with Iran, then international investigators would bear that out; and additional forces would no doubt be of assistance in pacifying the ongoing conflict.

"The SRA is disinclined to believe these reports from the Kingdom of India. Until a multinational investigation can confirm or deny these reports - or anyone's reports - Atlanta is unwilling to entertain the Kingdom's excuse. However, we would like to recommend sanctions against the Kingdom of India for their continued aggressive acts in the region."

"Victorian forces, on behalf of the UN, will begin operations in Bangladesh within the month. The Victorian Red Cross will be deployed to the conflict zone within the week to provide aid and comfort to those affected by the war. Victorian investigators will be doing their part to determine who is to blame for the crimes that have been committed against the people of Bangladesh. We will keep the UN informed of our investigation and its results."

Iran has neither diplomatic nor military ties to Bangladesh, and does not have any interests in killing Bangladeshi civilians. We would not have sent a carrier battlegroup to observe the situation if we already had boots on the ground. Further, Bangladesh does not figure in to Iranian interests beyond the internationale, which, given the council of 1000 socialist scientists and their commitment to humanity, makes any such claims of iranian atrocities highly dubious.
On the other hand, India has a vested interest in making iran look bad, despises communists, democracies, and socialists alike, and has seen fit to invade neighbours and attempt assassinations on the world stage without provocation. Iranian intelligence services have learned recently of an assassination attempt on the Egyptian head of state, with evidence pointing squarely to India as the perpetrator.
But iran has no expectations of fairness given by the UN. Conduct whatever investigations you wish. Iran reiterates its disinterest outside of peacekeeping efforts.
