Vietnam, Cambodia, Oman, France, and various unaligned states also voice support for sanctions against the Mexican Empire.

Ukraine, the Kingdom of India, the Kingdom of Italy, Serbia, Greece, West Turkey, Syria, Kazakhstan, and Argentina vote against sanctions for the Mexican Empire. Sanctions are approved via majority vote regardless.

Catharine al Victoria herself made an appearance at the United Nations, speaking to the assembled nations. She did this while Victoria’s Seraphim enacted Judgment on the PRC.

“Understand me. Use of chemical weapons. Use of biological weapons. These things are forbidden. Use them and you will burn, just like the Chinese communists are burning. I will not tolerate this behaviour. If you cannot act in a civilized fashion, then you are not fit to rule. We will move beyond the barbarism of our past, because we must. We cannot tolerate the sort of petty egos who would use any weapon for the sake of victory, because that is what led to the German Flu.

“We will either move beyond that need for destruction, or we will all perish. And I am not willing to watch our world die. Use these weapons, and I will ensure that nothing of your rule survives.”

The Korean representative would, rather pointedly, make no objection; instead, simply directing a pointed look at the PRC's own diplomat.

Half of Dong Yin was actually a little bit amused that the Republic's allies were taking more offense than Guangzhou was. After all, chemical weapons were a simple reality of the hard, bitter history of war in East Asia. He didn't see how nerve gas was any more horrifying than having one's insides liquified from the concussion of an artillery shell.

But the other half of him was filled with a cold fury. In a stroke, the so-called People's Republic had proved they were no better than the Japanese after all. And it was this half which sat, glaring quietly at the PRC representative, as he cracked his massive knuckles one at a time.

No objections were made across the board. Formally, the UN ban on chemical and biological weapons went forward immediately.

Prime Minister Mills-Seong put in an appearance in the General Assembly, bringing with him a small group of aides and a great deal of paperwork. Appearing in place of the normal representative, he put forth a proposal to the Assembly.

"Members of the United Nations, it is a prevailing opinion amongst my people that despite the efforts of this organization, petty conflict, nationalistic squabbling, and unnecessary bloodshed are all too prevalent around the world. As much as threats of Victorian Judgement would no doubt cause doubt in many leaders, still others seem to regard it not as the warning that it is, but as a challenge; a challenge to make their conquests or to undermine their enemies covertly, or even openly in defiance of international will.

"Given I can hardly imagine any of us want the primary form of preventing widespread brush wars from springing up to be the threat of mass firebombing, I propose thusly; that all members of the United Nations will, on a rotating basis, provide a modest contribution of forces to a standing army, of sorts; and expansion to the existing framework of the Defence Force. These troops will train and operate together, under the direct command of the General Assembly, and will serve as both deterrent and, when required, direct intervention forces in times of conflict or crisis; putting aside national disagreements in service of higher causes."

He paused, surveying the assembled representatives. "I do acknowledge that not all nations are able to provide such a contribution freely and easily. To that end, my own nation, apart from the UN, is willing to offer assistance in training and, to a degree, equipping the troops of any country that finds itself too thinly stretched or insufficiently equipped to provide forces for the UNDF. I do hope, however, that we can all see our paths clear to furthering international cooperation, and aim to resolve our differences in a more civilized manner than resorting to open war."

"Victoria supports this effort. We've already put forward a significant deployment to act as a standing army for the UN, and we'll continue to fund this effort. We would be willing to provide training for any UNDF forces in need for urban operations. As the world should well know, our Pacification Squads are the premier force for interacting with civilian populations.

"Her Majesty, Queen Catharine, has also authorized me to offer, on behalf of Victoria, economic assistance to those nations whose instability is caused by poverty and hardship. You need simply ask, and open your borders to the Red Cross and Victoria's Houses, and we will uplift your people in a peaceful manner."

The Kingdom of India, the Empire of Mexico, Cuba, Quebec, Syria, Ahsa Confederation, Palestine, North Kaz, Borneo, East Brazil, Argentina, Luxembourg, Macedonia, Hungary, Mongolia, Myanmar, Hawaii, Morocco, Chad, South Africa, Zimbabwe and the Central African Republic vote against the Korean measure.

95 other states request details before committing a yes or no vote on the measure.

73 states vote yes.

The Victorian delegate regarded the nations that had voted against the proposal. They shook their head slowly and sighed, addressing them in a disappointed tone, "this is a chance for the world to come together and improve itself. A chance for us all to show our people, and our children, that we've learned from our past. There is only one alternative if this effort fails, and that is for nations such as my own to continue to fight against the chaos and horror of the world in whatever way we can. We either band together now, or Judgment is the way of the world."
