Here's the rules for starting territory:
For our purposes, the red lines indicate territory borders. The black lines indicate RL nation borders, and also count as territory borders for land claims.The world of Jus In Bello is broken down into Territories. These are the sections of the map that each nation controls, and are split into two categories: Core and Occupied Territories. Core Territories represent the core area, or homeland, of a particular nation, and they cannot be conquered by hostile powers. Core Territories may be ravaged by war, such as through strategic bombing campaigns, or occupation by hostile forces, but they will remain in the control of the nation to whom they belong. Player Nations begin the game in control of three Core Territories, or one real-world nation, whichever is smaller; if a player begins the game with less than three Territories, they may annex additional Territories to become part of their Core Territories with GM approval, up to a total of three. Occupied Territories are those that can be conquered through military force. They are subject to a wide range of potential upheaval, as well as annexation by hostile forces. Non-Player Nations are made up of Occupied Territories. Player Nations do not begin play in control of any Occupied Territories.
As the campaign is currently ongoing, the starting territory rules are slightly different. Instead of claiming any three territories, players may now choose up to three territories so long as they conform to an existing Non Player Nation's borders.

For future reference, I'll do the following for all map updates:
What I won't do is modify the entire map because some border somewhere in your nation is one pixel off, nor will I mark a million tiny little islands in the Pacific because you want them.
- Mark new territory acquisitions
- Mark NPCs which are puppets, client states, or satellites of player nations
- Provide reasonable color/name changes
- Add new nations and remove defunct nations
On that note, regarding color/name changes:
- I use this palette for determining nation colors. If you don't like yours or want a custom one, provide me the red, green and blue (RGB) values. I will not change your color if it's too close in shade to one of your neighbors, or if you have multiple overseas territories that could be confused for another nation's. Black, white and certain shades of gray will never be used for player nations. Don't ask.
- Name changes will be approved if your nation has changed its name or I made a mistake in labeling your nation somewhere. If I used the long form and you'd prefer the short form, or vice-versa, ask and I'll check on it. If your nation has limited space, I'll default to the short form. Player nation names must be in English only. No exceptions.
