Sharp's brow furrowed as he read over the folder, a certain level of concern on his face given the rumors he had heard from the State Department concerning how Cathy usually acted when she was not "fucking happy." He sighed, taking off his glasses and rubbing his face. "Your Majesty, do be aware, CIA operatives were indeed present in Vietnam, but only to provide them intelligence as it related to their war plans. Our concern was with the Republic of Zhejiang and assisting them in ensuring that they could regain their lands stolen from China. These... these broadcasts, the reports of CIA personnel acting as Victorian agents, that was not us. These don't even match our operating standards. What do you believe the Socialist Republics would gain by impersonating Victoria in Vietnam?"

"Your Majesty, I can assure you that if any records from the government of Zhejiang survived, they'll show CIA operatives gave them intel on how to find the Chinese radar site and shut it down prior to their attack. When I get to the embassy, I can have them radiofascimile our own documents that reflect the same, and prove to you that the only people the Central Intelligence Agency talked to were the Republic of Zhejiang and the Vietnamese. Our dealings with the Chinese communists did not include any pledge of military aid or advisement to go to war against the Republic of China. If you are so sincerely convinced that the SRA had a hand in this, then I don't believe I can change your mind, but the crimes you accuse the Socialist Republics of simply never happened."

"Even if I believed you about the rest, it is your actions, your support, your encouragement that resulted in Zhejiang making its effort to reclaim the mainland. And that is what resulted in eleven million deaths. Eleven fucking million."

I don't know the specifics of American operations in Victoria, but we are not using whatever we've gained to use it against you. I'm sure your own intelligence program has flipped American assets - that is a reality of the world we live in, a mere fact of the intelligence world. The Republic of Zhejiang believed it could win the war, and did not think your Judgement would be handed down on them. Our analysts didn't think it, so you can imagine how shocked we were when our navy reported pyres of smoke rising from Taiwan. Do you think that decision, those consequences, don't weigh heavily on the minds of the men and women who ordered that? Do you think we regret the monumental loss of life? If it were Atlanta's will, war would be outlawed entirely in favor of Socialist progress, but not everyone in the world believes in such things."

A top-secret message was sent to the Victorian military, inviting them to establish bases in Oklahoma and Nebraska in preparation for Operation Open House. Emphasis was made for the Victorians to send at least several divisions, as well as substantial bomber forces and fighter aircraft. Relevant intelligence concerning the operation has also been forwarded to Victorian command, as well as SRA plans for offensives and suggested routes, with a planned launching-off point for the operation slated to be midnight on April 7th, 1964.

A return message was sent informing the Americans that Victoria's Ascendant Host was currently engaged in supporting the French Commune, and would then be engaged in the defeat of the United Kingdom. Bomber forces would be made available to support the SRA's operations, and any fighter elements that were available. If the SRA was willing to wait, or provide support in France and the UK, then VIctoria could provide more substantial aid in return.

French situation concerning. If Victoria requires further assistance, Marines can be deployed as early as May. Again, Congress requests clarification regarding objectives in France.
