The upcoming elections to the Legislative Yuan this week will bring a new chapter to the history of our country. For fifty years, China has suffered through the chaos of civil war and foreign imperialism. The Three Principles of the People were often laid aside in the name of security, stability or defence.
This shall be true no longer!
When the Legislative Yuan sits next month in Guangzhou, they will be men and women chosen by you, the people of the Republic, in free and fair elections. They will work for you, to ensure your troubles are represented, your wants are addressed, and that your children will live in a world where China holds its rightful place among the great powers of the world.
The Provisional Military Government has done great deeds to bring us to this point, but the time for such close guidance is now at an end. The period of Political Tutelage is past, and the Military Government will now step down to make way for the new legitimate authorities, as chosen by the people. As even the sternest father must allow his children to grow and marry and have children of their own, as must the Provisional Military Government stand back, only to be turned to in a time of need.

Legislative Yuan has approved amendments to army budget, including funding for new military industry complex as well as long-range radar arrays and attached command centre. Funds have been released for immediate start to construction.
Funds have also been approved for staff college at Whampoa, but have certain concerns regarding recent sudden increase in intake. Would like to discuss in person, if convenient.

The Legislative Yuan has approved the latest round of budget amendments, including the delivery of final vehicles and equipment to 1st Tank Army and the beginning of the upgrade of existing stocks of Type-46 conversions and armoured cars to new standard.
New industry has been made available for purpose. Expansion of critical defense factories still meeting targets.
