Autobahn to the Euro Zone

The European Economic Zone is an international free trade area dedicated to the improvement of the common wealth. The European Economic Council is responsible for setting the policies and regulations of the Eurozone. The EEC is a deliberative body with representatives from all signatories. It shall be committed to acting in a spirit of cooperation and fellowship and to pursuing closer economic ties between its members.
The EEC is presided over by a semiannually rotating presidency. The president is empowered to resolve disputes and is primarily responsible for setting the agenda. Membership is open, with either a super majority vote or a special action from the president required to expel a signatory. Founding members have permanent seats which cannot be removed from them by any measure. Additionally, the EEC has multiple subordinate agencies, formally under the direction of the president, at its disposal.
Luxembourg, Bavaria, the Netherlands, Slovenia, Sweden, and Switzerland are specifically invited to immediately gain permanent seats on the EEC. This is in recognition of the measurable impact that the Eurozone has on them, due to their proximity to or close relations with current members. It is therefore only right for them to have a say in its policy, even if they do not wish for integration into the Eurozone at this time, although they are greatly encouraged to do so.
