The following message was sent to the Belgian foreign ministry;

Comrades,

In the past, the American and Belgian people have had a great deal of differences. However it is the opinion of Atlanta that growing threats and rising anti-communist sentiment worldwide, especially in Western Europe, represent a greater strategic threat to both of our countries. We would like to formally open up official discussions concerning mutual assistance, aid, and a potential intelligence sharing treaty while also exploring the possibility of joint defense with other like-minded states worldwide.

The People's Republic of Belgium is not interested in a defensive alliance with the American people, though the possibility is open for mutually beneficial assistance. We must emphasize that aid, intelligence sharing and defensive pacts are off the table.
