The Pan-Asian Council

Established by the MORALE Agreement of 1969, and established in the Chinese capital of Guangzhou, the Pan-Asian Council is a deliberative and legislative body intended to preserve peace in the region, encourage development, and foster economic and diplomatic cooperation between its member states.

The Pan-Asian Council is currently made up of fourteen members, divided into four regional cohorts, each with its own subsidiary regional council. The Republic of China, though the Council Host, has voluntarily relinquished voting rights, but reserves the right to sit on all four regional councils.

The current council members are:

Central Regional Council:
The Republic of China (Host, Non-Voting Member)
Mongolia
Northern China

Eastern Regional Council:
The Federation of Korea (Regional Host)
Liaoning

Western Regional Council:
Xinjiang (Regional Host)
Tibet
Nepal

Southern Regional Council:
The Socialist Republic of Vietnam (Regional Host)
Laos
Thailand
Assam
Malaysia
Bangladesh

These member states have pledged to abstain from military or espionage operations against one another, and have adopted measures to encourage trade with other member states.
Pan-Asian Development Fund wrote:The Pan-Asian Development Fund currently consists of the following investments:
Republic of China, 10pts Industry/Round.

The current recipient is: Malaysia.

The Republic of China presents the following measure before the Pan-Asian Council:

Following internal consultations, the Government of the Republic of China is willing to commit substantial resources for the purpose of upgrading the infrastructure and industrial base of those Council members most in need of economic and technical development. However, Guangzhou prefer the Council itself to vote on the first intended recipient of this development aid.

This initial investment is to serve as a token of good faith on the part of the newly reunified Chinese state, as well as a first test for the Pan-Asian Council's institutions.
OOC Summary wrote:The RoC is investing 5 points of industry into the process of uplifting a Tier 3 Council Member to Tier 2. However, the council itself has to vote on who is to receive the development aid in the first place.

Once a majority has been achieved, the uplifting process will proceed in earnest until it is completed, at which point a new recipient will be voted upon.

The votes are split. The council has managed to deadlock at 5 votes each for Northern China and not investing anything into anyone at all. Heated arguments accomplish little, and the enigmatic wishes of the Korean members do not much aid in the absolute inability to find common ground. All anyone can agree on is they don't want to compromise.

Tibet wishes to purchase aircraft from Korea.

Korea opts to cast its vote in favour of Northern China, feeling that not improving a country's economic conditions is both pointless and foolish.


In regards to Tibet's request, Korea would like to know what type of aircraft and how many units Tibet is interested in.

Tibet is interested in new Korean interceptors to outfit at least two air wings.

The aid measure passes, 6-5.

The Republic of China will begin financial and infrastructural aid to Northern China using funds already earmarked for foreign aid in the FY 1970 budget.

It is hoped that the success of this project will lead to further, and more extensive aid projects in the future.

After joint closed-doors consultation, the Governments of the Republic of China and the Federation of Korea have agreed to allow members of the Pan-Asian Council extensive access to the currently existing joint Sino-Korean space programme.

This will include permission to use and access any currently operational and future space launch facilities operated by the programme, and technology-sharing agreements which will allow any PAC member develop and maintain orbital platforms intended for peaceful purposes.

Council members may apply for entry into this programme at any time.

India would like to apply for observer status in the Pan-Asian Council.

Malaysia would like to apply to join the Pan-Asian Council.

A message from the SRA's State Department reached the Pan-Asian Council:
Comrades,

With Atlanta's newly-acquired Pacific territories, we believe it is in the best interests of the American people and the peoples of Asia for greater diplomatic cooperation
between our two corners of the world. Therefore, we in the Socialist Republics would like to apply for observer status within the Pan-Asian Council, with a hope towards eventually gaining membership status in the future.

Malaysia's request to enter into the MORALE agreement and join the Pan-Asian Council is to be subject to a full council vote. If this request receives majority approval, it will enter the Southern Regional Council, assuming the consent of the government of the Socialist Republic of Vietnam.

India and the SRA's requests for observer status are also to be subject to full council votes, although the representative of the Government of the Republic of China notes that the SRA is not strictly speaking an Asian country, and the last time any American government involved itself in a multinational alliance intended to moderate Asian politics, United States Marines burned Beijing to the ground.

Therefore, barring extraordinary circumstances, the possibility of the SRA progressing to full council member status will be... unlikely at best.
