South Africa proposes a ban on the use of mines in international warfare; nations in violation of said ban would be subject to war crime trials for the leaders responsible.

The Government of the Republic of China supports the Victorian proposal for mediation.

However, the Republic's delegate also expresses concern over the proposed landmine ban: concealed explosives are one of the few ways in which a poorer, less industrialised country may effectively defend itself against the military forces of a more advanced invader. Landmines were a crucial part of the defence of the country in the War of Resistance against Japan. "Seeking out the most effective way to defend ones' home should not make one a war criminal."

The SRA also expresses concern over the landmine ban; it is the opinion of Atlanta that more effective and comprehensive post-battlefield cleanup and demilitarization of affected combat zones would go much further to eliminating the threat mines face to civilians following large-scale warfare. To that end, the SRA proposes not an outright ban but the creation of a global humanitarian group dedicated to demining conflict zones and aiding those affected by landmines detonated post-war.

Noting these concerns, Korea suggests an alteration to the proposal; specifically, allowing only those mines that are command-detonated; set off manually by an operator via radio link, wire, or some other such method. As much of the difficulty lies on cleaning up armed explosives, such weapons would pose vastly less threat to clean-up efforts and greatly reduce the incidence of civilian casualties.
