The UN votes unanimously, with several voices of reluctant acceptance, to form a UN defense force to assist Kuwait and on sanctions against Iran. Germany, Argentina, Japan and Cuba pledge forces to Kuwait immediately.

Victoria pledges its own UN forces to the enforcing of peace in Bangladesh. The Victorian Red Cross will also be dispatched to Bangladesh in order to contain and treat the new plague outbreak there.

Queen Catharine herself pledges that Victoria will shoulder the financial costs of rebuilding Kuwait and Iran, declaring that neither nation should suffer for the choices of Iran's rogue leadership.

Victoria also calls on nations to send naval warships to the Indian Ocean in order to protect civilian shipping from Iranian attacks.

Korea pledges the 1st Korean Mechanized Brigade Group to the effort, though cannot spare any aircraft nor ships due to ongoing operations in Bangladesh.

Hajji murad was undoubtedly the most hated person in the room. he knew that quite well. there had been many harsh words from many men in his government, and he wouldn't blame anyone.

but Hajji Murad was angry too. but saddened by her loss. he knew her. they went through basic training together, in the leadup to the revolution in Iran.

but he knew her well.

"i am representative Murad of Iran."

"our armies are destroyed. 90% of the population involved with the military is dead. there's no question of our surrender. There isn't anyone left capable of fighting, at least, not right now."

"I just want to speak truthfully about the situation."

There has been no communication between any UN security council persons and my government beyond ultimatums. not of the forces that engaged ours. the council of a thousand socialist scientists has disappeared, been killed, or otherwise are no longer in control of the government. the instrument of surrender is to be signed by whoever the highest ranking individual left... which might be me, actually... but... I wish to address the former representative's parting ways.

"I knew her. she was a very talented officer cadet when we were in basic training. but her family was almost entirely in the army, she was an outlier. If they weren't in the army, they were workers. Our entire military/industrial base was destroyed, with the exception, as everyone knows, of our air forces. She left no note.

but she had no family to go back to. they're all dead because of victorian bombers. She had eight brothers, amongst others in her family. Family is of great importance to my people, far more than many of you likely could ever know. but then, that would require communication. the world has barely spoken to my government. how can there be diplomacy if neither party wishes to talk to the other?

either way, our country is voluntarily disarming, and will not be keeping more than a token force of volunteers for emergencies.

[OOC: you guys do you. this is pretty much what would happen at the end point. roll dice, or don't, it doesn't make much difference. I've calmed down. but, if you guys want to listen to what I have to say, that would probably be better than not. I know people are mad at me. well, this is what anger gets us all.]

"Your rulers called for global revolution, which by its very nature would place it as hostile to the majority of us here. Your government had the mechanisms to speak with anyone in the world. Victoria still has an embassy in Tehran. You could have reached out through your friends in Ireland. You could have reached out through the SRA, when they were still your friend.

"Instead you chose to posture and to work to 'spread the revolution', and now you act surprised that people fought back? That your efforts to spread the violent overthrow of other governments have been seen as hostile, and treated as such? If you're truly surprised by this, then you're unsuited to govern.

"As to your words against Victoria; we have not targeted Iran's civilian population. We have sought to limit your ability to wage war, and your actions in Bangladesh and Kuwait show that we were wise to do so.

"Victoria will accept your petition of surrender, and will present representatives of our government here in the UN to accept your unconditional surrender. Following this, Iran will decommission its military forces. A United Nations Peacekeeping task force will provide policing and emergency response within Iranian territory. An election will be held within six months of the signing of the surrender. A truly free and fair election, not one limited only by the communist party. Iran will, furthermore, swear off all pretenses to revolutionary communism forevermore. UN inspection teams, led by Victoria, will be given free rein to investigate Iranian military industry to ensure that you never again build the mechanisms for spreading your revolution to any other nation.

"Queen Catharine will, true to her word, fund the rebuilding of Iran and Kuwait. We welcome any other contributions from the UN, but if we are required to shoulder this burden fully on our own, we shall do so."

Syria, the Soviet Union (including Commonwealth of Independent States members), Portugal, the Kingdom of Chad, the Andean Commune, and the People's Republic of Sudan pledge to assist in rebuilding as well as offering observers for future Iranian elections.

The Iranian Security and Assistance Force, ISAF, reports it has conducted a peaceful and smooth transition of power between Victorian forces and ISAF forces. A detailed report has been given to the UN detailing the composition and operating areas of Argentine, Cuban, German and Japanese forces in Iran. Latvia, Vietnam, Portugal, and Senegal have pledged future troops for a possible force rotation should it be necessary.
