When the representatives from WEST, the UN, and the squabbling factions of Austria arrived the queen, Her Majesty Margherita II was already there, standing in front of a spot at the center of a table at the front of the room. Directly across from that table there was another with four places set out, one for each of the faction representatives, while the table at the head of the room had three: one for the WEST representative on the left, one for Her Majesty at the center, and one for the UN representative on the right. As the representatives arrived Italy's Foreign Affairs Minister, Minister Moro, had yet to finish distributing the document folders to each of the places.
Maggy begins the meeting, talking as she takes her seat: "Welcome, have a seat and we'll begin right away. These talks will follow the rules of order for deliberative assemblies outlined in Robert's Rules of Order Revised, third edition, albeit loosely in the interests of expediency. As the host of this meeting, I'll be acting as the chair. Our first order of business will be a temporary ceasefire so that these talks may proceed with creating a lasting peace for Austria. In front of you now is a ceasefire agreement I have taken the liberty of creating ahead of time. Please take the time to read it, and raise any objections you may have so that the assembly may deliberate on them."
The ceasefire agreement proposed is fairly uninteresting:
1. A complete ceasefire and end to all hostilities in the Austrian Civil War conflict is hereby declared from 00:00 Milan Time on the day after this document is signed.
2. All parties shall stay at the positions they currently occupy.
3. The United Nations, and forces acting on their behalf, to include Aragonese, Italian, Korean, and Mercenary forces deployed by Madagascorp for the duration of their contract with the United Nations, shall be charged with enforcing this ceasefire, and shall be permitted to move freely throughout Austria.
4. The exchange of prisoners of war, hostages and other detainees as well as the remains of the fatalities shall be carried out.
5. All parties shall permit the entry and operation of UN approved aid organizations within their occupied areas.

The anarcho-capitalists require at least a week's time to communicate with the various communes across Austria to gain approval from their fellows and determine whether the ceasefire is "in the best interests of those it affects most."

"No, the anarchists have a point. If they are the sort that feel there is room to debate whether it is in their best interest to lay down their arms or to be destroyed, then they are fit only for the latter fate and I would be glad to see them sped along to it." Besides this, the WEST representative only has approval for the proposal and the monarchist's concession.
