Irina smiles, and expresses to the Colonel her gratitude and appreciation of Victoria's aid, and Queen Catherine's virtue. After a few communications with command, arrangements are made for opening the route north, where the oil will give the thirsty Democratic air force and navy much needed fuel.

(Oil disadvantage for the Democratic Union will be mitigated in future rounds)

A message was sent to the Romanian fascists:
"By order of Her Majesty, Queen Catharine al Victoria,

You are to arrest all individuals involved in the attack on the Victorian Red Cross station near Ploiești. You will construct an execution theatre in Cluj-Napoca, specifications attached to this message. Queen Catharine will arrive to personally oversee their execution for crimes against Victoria.

Failure to comply with all components will result in facing Judgment."

Horia Sima weighed his options with the appropriate gravity, losing a week of sleep to nights spent in counsel with his advisers. His Generals, on the other hand, made their voices heard loudly and immediately. A rare few suggested complying to Victorian demands, despite the clear submission such an action would carry. Most of the staff, much braver or much stupider, decried the Victorian ultimatum. To allow this power, headed by a foreigner as distasteful to Romanian sensibilities as could be conceived - to keel over like a dog, and let this tyrant that burns cities at will - to let such a tyrant execute high ranking Romanians in such a ghastly and barbaric method, in the capital of Nationalist Romania - such a thing is unthinkable. One gutsy general even suggests pretending to accept the deal, only to trap Queen Catherine and hold her hostage.

Sima does not go as far as to attempt this. The fact is, Nationalist Romania cannot fight both the Victorians and the Democrats and win. In the morning, orders are given that Florian Marinescu and his officers are to be immediately imprisoned, along with all Victorian aid workers in fascist territory. He addresses a telegram to Victoria, saying that those responsible for the deplorable attack will be brought to justice under Romanian authority. However, Romania cannot tolerate Victorian interference any longer, and that aid workers operating in Romania will be safely escorted back to the Victorian occupation... after the war's conclusion. Until that time, they will be kept under secure and comfortable Romanian care, so long as relations remain peaceful.

Unfortunately, Sima has little hope that the lives of a few aid workers will really buy off Queen Catherine's wrath. He prepares the air force and ground defenses for attack, mobilizing the divisions at Iași towards the front lines of the occupation. If the Victorians attack, what will be most needed is time. But what could convince Atanasiu to allow him this precious advantage in such a moment of crisis?

Timisoara, of course.

A letter is prepared.
