Phase II of the Modernisation Programme has been approved by the Legislative Yuan. That includes that stuff the joint Army-Air Force board's been working on, which I'm still not sure I understand. Blame the coalition. Every time I come out of an Executive Council meeting with the Widow, I can't help but feel dumber.

The Executive Yuan has reviewed and signed off on the budget submitted to, and passed by the previous government.

Note that from now on, such proposals must be properly notarised and indexed. I know you soldiers have been sneaking funding for your pet projects where you think I cannot see them, and I know my predecessor let it slide because he was more concerned with his credibility as a soldier than his competence as the head of the Republic's government.

From now on, we do things properly, and if your generals want funding for [REDACTED], then they'll have to ask for it, properly.
