A review of the Chinese Civil War and the vessels involved has resulted in a great deal of usable data; as such, the Navy has decided to rebuild the eight cruisers lost in the conflict as the newly-designed Yecheon-class guided missile cruisers.

Additionally, an expansion on industry has been recommended by the Ministry of the Interior, focused in the north of the country.
