"It has been suggested that the charter be modified, in addition to the provisions agreed upon, that either the general assembly or the guiding council - whatever name it may be given - have the power to deploy any of the subordinate branches of the UN with a simple majority vote; should the Assembly be unwilling or unable to act, the council can do so, and vice-versa.
"Further, a the decision of the guiding council in such a matter would overrule the general assembly save for a three-quarters vote by said assembly - while the council is meant to guide the UN organization, it would hardly do to have entirely unchecked power. Thoughts?" he concluded, taking his seat.
