Rho rose as if to speak, pausing as an aide moved up an whispered something, handing him a folder. Nodding in reply, he turned to the delegations. "The representative of China makes a valid point. As I imagine many of us can attest to, dealing with bureaucracies; inaction and sluggish-at-best reactions to crisis are often as damaging as the crisis itself. Regarding that..."

Opening the folder, Rho scanned it briefly, before looking back up. "It has been suggested that the charter be modified, in addition to the provisions agreed upon, that either the general assembly or the guiding council - whatever name it may be given - have the power to deploy any of the subordinate branches of the UN with a simple majority vote; should the Assembly be unwilling or unable to act, the council can do so, and vice-versa.

"Further, a the decision of the guiding council in such a matter would overrule the general assembly save for a three-quarters vote by said assembly - while the council is meant to guide the UN organization, it would hardly do to have entirely unchecked power. Thoughts?" he concluded, taking his seat.
