Following the collapse of the great powers at the end of the war, Austria was caught in a power vacuum.
As the threat of the German flu receded, three prominent factions began to emerge:
The Imperialists, seeking to reinstate a monarcha under Otto von Habsburg,
The Corporatists, seeking to reinstate the pre-Anschluss authoritarian state
and lastly, the Socialists, seeking a return to democracy.
These factions effectively founded their own, seperate governments and attempted to rule in parallel, ignoring each other for the most part. Of course, this was not actually possible, and skirmishes between forces loyal to the different factions occured regularly, though through a combination of war-weariness and wanting to seem legitimate, the civilian population and industry was largely left out of the violence.
After years, a diplomatic solution was finally been found, resulting in a constitution with the Emperor as head of state, an elected parliament, an appointed cabinet requireing approval by said parliament and significant self-regulatory powers given to institutions representing the classes.
For the first time in 29 years, Austria was both independent and united.
