The Russian Empire is an absolute monarchy considering itself the only true Russia and the legitimate heir to the lands its original incarnation held. It is opposed to nearly all other government forms but has a reluctant tolerance for democracies. Both communists and fascists are considered the primary enemies of the Empire. The Empire is ruled by a young and charismatic relative of the late Emperor and claims her right to rule from both God and the natural law of states. Internally the country recognizes the mistakes of the past that have led to revolution and while there are no political freedoms, the government does make sure that no single group is especially deprived and strong laws restrict the nobility in to what extent they can abuse their powers.

The Republic of Japan is a democratic republic was founded by American occupying forces and anti-imperial dissident groups following the defeat of the Japanese Empire in World War 2. Modeled primarily under heavy American influence, the Republic of Japan is basically the United States of the East, having an American political system and following New Deal economics, while also maintaining Japanese culture.

Cut off from their homelands by the German Flu and the ensuing quarantines, allied forces in the CBI (China-Burma-India) Theatre were forced to rely on their own devices for survival. Making provisional agreements with the Thai and Burmese governments to ensure the supply of basic needs, the marooned army's senior officers made several attempts to re-establish contact with high command in the UK, Australia, the United States, and the British Raj over the course of the next decade.

All failed.

Now led by Nationalist Chinese General Sun Liren and dominated by the remnants of the British XIVth Army, the Chinese New 1st Army, and the American 14th Air Force, this multinational army-in-exile has conducted an expedition en-masse over the Burma Road, in a final attempt to establish a permanent base of operations and restore the legitimate chain of command.

Declaring itself the Provisional Military Government of the Republic of China in Yunnan, but commonly known as the XIVth Army Clique, this polyglot force is a heavily armed military formation in desperate need of a country, seeking to "restore order" to the former borders of the pre-war Republic of China in the name of Generalissimo Jiang Jieshi and the Central Government... wherever they may be.
